机构设置及岗位职责

1、改革指导部职责
　　　围绕加快中小企业改革步伐的中心工作，开展改革改制指导和咨询服务，为企业策划改制方案；引入非公经济参与国企改革；组织改制专题培训、论坛活动；联系市政府有关委办局、各区县“政府办事大厅”和行政审批部门，逐步建立中小企业的政府服务体系。

2、融资担保服务部职责
　　围绕中小企业的资金需求，拓展融资、担保渠道。与金融部门合作，对企业及经营者的金融信用、创新能力、发展潜力等进行调研，协助金融部门实施“小巨人”计划；代理企业融资、筹资和担保、再担保业务；联系金融、融资、担保部门及风险投资机构，逐步建立中小企业金融服务和信用服务体系。

3、企业创新部职责
　　调查分析中小企业现状，逐步建立“北京市中小企业数据库”；组建中小企业专家顾问组及智囊团；组织中小企业技术创新、管理创新和企业诊断；代理企业技术创新基金申办手续；联系市政府有关管理部门、专业技术协会和中介服务组织，逐步建立中小企业社会化服务和专业化服务体系。

4、信息开发部职责
　　负责“北京中小企业服务之窗”网站的设计制作及运营维护，建立中小企业信息服务平台，推动企业信息化和“企业上网工程”，为企业提供全方位的信息增值服务；为政府与企业搭载“网上桥梁”；为企业提供信息管理与应用的解决方案；提供电子商务、资源整合的窗口。联系市政府信息化管理部门，联系IT业骨干企业，逐步建立中小企业信息增值体系。

5、会议展览部职责
　　配合有关部门，办好各类会议、论坛、互访、引智、展览和贸易洽谈会；定期举办“北京中小企业论坛”和“企业家峰会”；承办、协办全国及北京市相关展览、活动。组织中小企业参加国外企业在京合作项目推介、洽谈会。联系各新闻媒体，联系各会展中心，逐步建立中小企业交流展示体系。

6、国际合作部职责
　　围绕“入世后的中小企业”主题，为企业提供对外贸易、技术经济合作、招商引资、风险投资等项服务；为企业代理申办自营进出口权、设立境外企业、劳务输出等手续；为企业培训适应“入世”人才；组织中小企业“走出去”参加国际合作活动。联系市政府外事、外贸部门和有关涉外机构，逐步建立中小企业外向型发展服务体系。

Setup and Function of Beijing SME

1.    Dept. of the Guiding Reform

Focuses on the key work of speeding up the reform of state-owned enterprises, offering guiding and counseling, hot line responses to inquiries of reform and reconstruction, providing initial business plans for enterprises, introducing private entities to participate in state-owned enterprises’ reform, organizing special training and forum activities, liaising various government administrative departments, office of each district and county, and various examining and approving dept. to set up a government service system for SME gradually.

2.    Financing Guarantee Service Dept.

Focuses on SME’s capital demands, financing needs and guarantee channels during production and development, the dept. is cooperating with Beijing Commercial Bank and other financial sectors, providing the research on enterprises’ financial credit, innovative capability and potential progress, cooperating financial dept. in loaning, implementing the Small Giant plan, Acting as proxy of financing, guarantee and re-guarantee business, liaising dept. of finance, financing guarantee and venture investment to set up a financial and credit service system for SME.

3.    Dept. of Enterprise Innovation

Research on enterprises’ conditions, based on SME to establish Beijing SME Database continually. The dept. has set up a SME Experts and Consultants Group and Brainpower. Its work is to focus on organizing SME technical innovation, managing developing and enterprise diagnosis, acting as agent of application on Tech. Innovation Fund for enterprises, liaising municipal managing dept., special tech. associations and various service departments, gradually establishing SME socialized and specialized service system.

4.    Dept. of Information Development

Focuses on design, operation and maintenance of the website of Service Window for Beijing SME, establishing SME information Platform, guarantee web security, tech. support and information updating, promoting enterprises’ informatization and internet Project, providing an all-round information tech. and added value service, closely following the information from government dept. and enterprises, building up an bridge between government and enterprises, providing information management and application plan, offering service windows for online inquiries, e-commerce and resource conformity, liaising government information management dept. and key IT enterprises to establish an information added value system for SME continually.

5.    Dept. of Conference and Exhibition

Stresses on the overall plan of Beijing Municipal Economic Commission and current tasks, the dept. is focusing on training project relating conference, exhibition and personnel, organizing various conferences, forums, exchange visits, introducing talents, exhibition and trade talks, organizing Beijing SME Forum and Entrepreneurs Peak Conference regularly, undertaking and cooperating national, municipal exhibitions and activities. Organizing SME to participate project introduction and trade talks based on foreign enterprises in Beijing, liaising various news dept. and exhibition centers to set up an exchange and show system for SME continually.

6.    Dept. of International cooperation

Featured on the theme of SME after entering the WTO, provides services for foreign trade, tech. and economic cooperation, introduces capital and venture investment, acts as the agent for enterprises in application imp & exp business, overseas registering and labor export, offers talent training relating entering the WTO, provides job and incorporating for homecoming students, organizes SME going outside for international activities, liaises municipal foreign affair, trade dept. to set up a foreign-oriented development service system gradually.
