中国加入世贸组织

汉译英：

　　吸引外资是中国改革开放基本国策的重要组织部分。20多年来，随着改革开放逐步深化，中国利用外资的规模和质量不断扩大和提高。

　　加入世贸组织，是中国社会主义市场经济发展的要求，也顺应了世界经济发展的客观趋势，必将为世界各国和地区同中国开展经济贸易合作提供前所未有的机遇。

　　加入世贸组织，中国将步骤地开放银行、保险、电信、外贸、内贸、旅游等服务领域，制定统一、规范、透明的投资准入政策，抓紧制定和完善相关涉外法律法规，提高涉外经济工作依法行政水平，建立健全符合国际通行规则和我国国情的对外经济贸易体制。

译　文：

China’s Entry to WTO

　　Foreign investment absorption constitutes an important component of China’s basic state policy of reform and opening up. As the reform and opening up going into depth over the past two decades and more, China has been constantly improving its foreign investment utilization in terms of scale and quality.

　　Joining the WTO is a requirement of China’s development of its socialist market economy, which also complies with the  objective trend of the world economic progress, and it will bring about unprecedented opportunities to the economic and trade cooperation between China and other countries and regions in the world.

　　After becoming a member of the WTO, China will open service areas such as banking, insurance, telecommunication,foreign trade, domestic trade, tourism step by step, formulate a uniform, standard and transparent investment access policy , intensify efforts to enact and perfect relevant foreign related laws and regulations, raise the level of administration according to law in foreign related economic work, establish and perfect the foreign economic and trade regime consistent with the international rules and actual situation in China.

　　Foreign business people are facing new development opportunities in making investment in China and participating in the development of western regions.

重点与难点：

1、基本国策：basic state policy 或 basic national policy 

2、质量和规模：scale and quality, 汉语的“规模”在英语中可用size 和 scale 等来表示，size 通常指物理尺寸的大小，体积的大小。本文中的“规模”含有“水平，程度”之意。

3、社会主义市场经济: socialist market economy

4、顺应：comply with 或 conform to

5、前所未有的：unprecedented

6、制定政策：formulate /establish a policy

7、制定法律法规：enact /make /formulate /institute /establish laws and regulations

8、建立经济贸易体制：establish the economic and trade regime

9、西部大开发：the development of western regions

翻译方法和技巧：

　　1、转译法。 在第二句“20多年来，随着改革开放逐步深化， 中国利用外资的规模和质量不断扩大和提高。”中，规模和质量是名词，用作句子主语。翻译成英文时，用China 做主语。原句中的主语通过与介词短语 in terms of  (在…… 方面)搭配使用转化为句子的状语。此外，本句也可这样表述：… China’s scale of foreign investment utilization has been constantly enlarged and the quality of it has been constantly improved. 比较而言，后者不如前者简洁。

　　2、注意固定短语的翻译。“改革开放”是 reform and opening up; “世界各国和地区”是other countries and regions in the world。

　　3、避免重复。本文出现了两次“制订”，一次“建立”， 在翻译时，要考虑词的搭配，在可能的情况下尽量避免重复。“建立体制”通常为 establish a regime, 因此前两个“制订”最好换成其他动词。“制定政策”除了 establish a policy 之外，最常用的还有 formulate a policy, 而 enact 一词特指“制定（法律法规）”， 用在此处不仅适当，同时避免了词汇重复。
